Lehigh County’s Department of Community and Economic Development (DCED) focuses on enhancing the quality of life of our communities by concentrating on the revitalization of our cities and boroughs, spurring economic growth, and supporting regional partnerships among our municipalities.

The department’s grant programs have supported high priority projects of the County’s twenty-five municipalities, aimed at enriching their economic viability by upgrading aging infrastructure, supporting improvements within the downtowns, and assisting agencies focused on providing safe, affordable and sustainable housing.

REQUEST FOR PROPOSALS - L.C. Based Non-Profit Animal Welfare Agency

AMERICAN RESCUE PLAN ACT(ARPA)

LEHIGH COUNTY BASED NON-PROFIT ANIMAL WELFARE AGENCY FUNDING

The Lehigh County Board of Commissioners has allocated $50,000.00 in funding under the American Rescue Plan Act (ARPA) to Lehigh County based non-profit animal welfare agencies dedicated to domesticated animal welfare and which employ staff, in varying capacities, to care for, treat, train, and maintain the physical shelter for the animals.  The funding will be awarded in early 2025 and must be spent in 2025.  Funding will be awarded to organizations which offer comprehensive adoption and veterinary services in addition to fostering programs, Trap Neuter Release (TNR) services, and training.   

Application Guidelines

To apply for these ARPA funds, applicants must comply with the following:

1.     Applicant organization must be a 501(c)(3) organization and provide the IRS letter certifying your organization has 501(c)(3) status.

2.     Provide a current W9.

3.     Comply with Ordinance 2017-131, Section 610(C)(1)(a-f) as enumerated in the application by supplying the organization’s financial documents to be posted onto the Lehigh County Department of Community & Economic Development website and by certifying non-delinquency status.   

4.     Complete the attached application along with required narrative outlining your proposed use of the funding for which you are applying.

5.     Email the completed application, narrative, non-delinquency tax certification, W9, and financial documents as ANIMAL RESCUE ORG ARPA FUNDING to:  Frank Kane, frankkane@lehighcounty.org or 610-782-3565 with questions.

6.     Applications must be received by December 31, 2024.  Applications received after the deadline will not be considered.

ELIGIBLE IMPROVEMENTS THROUGH C-PACE. . . . . . . . . . . . . . . . . . . . The following types of improvements are eligible for commercial properties using C-PACE financing in Pennsylvania:

  • Energy Efficient Equipment Installation (HVAC, boilers, lighting, etc.)
  • Renewable Energy Systems
  • Energy Storage
