  PA DCED is proposing to submit a Consortium application to U.S. HUD for Neighborhood Stabilization Program 2 (NSP2) funds. The purpose of NSP2 funds is to provide funding to address the housing foreclosure crisis created by subprime and other problematic mortgage lending, as well as the economic recession. Funds can be used for financing mechanisms, acquisition and rehabilitation of forclosed homes, land bank activities, and demolition or redevelopment of properties for residential purposes.   U.S. EPA- Local gov'ts. are eligible to apply to create replicable models of sustainable community action that result in cost-effective and persistent greenhouse gas reductions- while improving the environmental, economic, public health, or social conditions in a community.   Funded thru the OJJDP of PCCD. Funds allocated to support the addition of both full-time and part-time assistant public defenders and assistant distict attorneys to process juvenile cases, resulting in more efficient and cost-effective case managment and improved functioning of the juvenile justice system.   PA DEP offers this solicitation for energy efficiency and conservation and renewable energy projects for motivated local gov'ts. and nonprofit entities. Funded through ARRA's EECBG program. At least 60% of this funding is reserved for units of local gov't. in PA that are NOT eligible for direct formula grants from the EECBG program. This includes PA boroughs, townships, and citites with fewer than $35,000 residents and counties with fewer than 200,000 residents. DIRECT RECIPIENTS OF ARRA-EECBG FUNDS ARE NOT ELIGIBLE TO APPLY. The DEP may award grants up to $250K. Multi-municipal projects (2 or more units of local gov't. sharing services and working together in the deployment of a project) may request up to $500K. All projects must create jobs, be able to start work within 6 months, and be completed within 18 months and prior to 9/30/11.

10/6/09 ARRA STOP Violence Against Women Funding 31   $4,447,887.00 DA's Office 1
  PCCD is accepting applications for this program, which is designed to improve the criminal and juvenile justice system's response to violence against women and to enhance the services available to women who have been vicitms of violent crimes. The emphasis of this program is the implementation of comprehensive strategies addressing violence against women that are sensitive to the needs and safety of victims and hold offenders accountable for their crimes.
             
10/9/09 PA Green Energy Works!- Combined Heat and Power Projects 32   $11M total funds available General Services  
  The PA DEP is now accepting applications for $11 million in federal stimulus funds for combined heat and power projects which generate power and thermal energy from a single source. All projects must create jobs, be able to start work within six (6) months, and be completed within 24 months and before April 30, 2012.

U.S. DOE-Energy Efficiency and Renewable Energy; Purpose:  to increase the ability of local gov'ts. to accelerate solar energy adoption and workforce development; funding for the 5-year awards is subject to annual appropriations; applications are due by 10/15/09, and DOE anticipates announcing selections no later than 12/15/09; applications must be submitted through FedConnect.

   
10/23/09 PA Green Energy Works!- Biogas Renewable Energy Projects 33   $5M total funds available General Services  
  PA DEP- This program provides funds to units of state and local government, motivated businesses, and nonprofit entities to develop and implement projects to improve energy efficiency and reduce energy use and fossil fuel emissions, and to create jobs and promote economic recovery. Eligible projects include the generation of electricity from biological materials including, but not limited to, animal manures, septage, food processing wastes, and yard waste. All projects must create jobs, be able to start work within six (6) months, and be completed within 24 months and prior to April 30, 2012.
   
12/1/09 Communities Putting Prevention to Work 34   $373M total funds available Human Services  
  U.S. Dept. of Health & Human Services & the Centers for Disease Control and Prevention (CDC)- funds for community prevention and wellness activities. More specifically, this initiative, "Communities Putting Prevention to Work," will provide funding to local communities through competitive grants from the CDC. CDC plans to provide 30–40 two-year grants for evidence-based policies and programs that increase physical activity, improve nutrition, reduce obesity and decrease tobacco use. (This funding is part of the $650 million total available for chronic disease prevention under the Recovery Act.)

  PCCD grant - the Lehigh Valley Evening Reporting Center will be a bi-County (Lehigh and Northampton) initiative designed to serve both Counties' pre-adjudicated and adjudicated delinquent adolescents. The center will be designed as part of a graduated response system in order to have additional alternatives to detention and placement.

  PCCD grant - the LEJIS initiative will provide search/query ability of police data from law enforcement agencies of Lehigh and Berks Counties and the surrounding areas already engaged in LEJIS.   Commonwealth Financing Authority (CFA) PA's Sunshine Program; $30M in state bonds for consumers & small business owners; offers rebates up to 35% of cost to purchase & install solar electric & hot water systems. Funds available in May 2009; 1st come, 1st served to approved applicants. Applications are also being accepted by qualified solar installers to participate in this program.
 
TBD High Performing Building Program 24        
  Commonwealth Financing Authority (CFA) Total $25M available for grants and loans to families & businesses. Funds available to building or renovating a primary residence & to businesses with 100 or fewer full-time employees. Loans of up to $2M available for small businesses; max. loan for individual residential project is $100K. Grants not to exceed $500K or 10% of total eligible costs, whichever is less. Applicants may apply for a grant or a loan but not both. The CFA may also provide loan guarantees not to exceed $2M for a business & $100K for an individual. $1:$1 required match.

  Commonwealth Financing Authority (CFA) The Renewable Energy Program provides grants & loans to promote the use of alternative energy in PA. $1:$1 match required. Max. loan for manufacturer = $35K for every job created. Max. loan for geothermal or wind project not to exceed $5M. Max. grant for manufacturer = $5K for every job created.
